Procurement Alliance for Essex takes shared approach to skills development

Established in April 2004, the Procurement Alliance for Essex was the UK’s first example of a genuinely cross public sector, self–funding & county wide Procurement organisation. The PAE continues to promote good cross public-sector procurement practices and encourage collaboration amongst its 21 members which include County Council, Further Education, Fire & Rescue Service, Housing Associations and Local Authorities as current members.

The PAE provides a procurement network for members ranging from best practice advice to collaborative tender opportunities.

The East of England LGA has always worked closely with the PAE to support them with these aspirations and most recently helped them to take an innovative and collaborative approach to procurement skills development.

Through our Talent Bank service, one of the East of England LGA’s Associates delivered a “Specification Writing” training course on-site at one the offices of Greenfields Community Housing in Braintree, with the course open and available to all PAE members. The course was attended by 15 officers from 9 different organisations, each paying a modest delegate fee, with East of England LGA taking care of all administration.

Working in this way enables locally-based training to be provided to groups of organisations. It avoids the large expense of attending external training courses (typically over £300 per place) or the hassle of a single organisation finding sufficient suitable attendees to justify paying for an “in-house” course.

The course was a great success, with delegates rating both the quality of tuition and its relevance to their day-to-day work at 88%. It also provided an excellent opportunity for attendees to network and work with others outside of their own organisation. The East of England LGA continues to work with the PAE to identify and deliver further opportunities for skills and knowledge transfer.
