Colchester BC (the “Council”) is committed to developing additional commercial income in order to improve service resilience.  This is a core element of the wider corporate transformation programme to improve service delivery against the backdrop of reducing government funding.

East of England LGA’s role:
Having previously supported the Council by conducting a diagnostic review of the Trade Waste service, the East of England LGA was invited to advance the thinking behind the new Commercial Arm, help review the commercial viability of income generating operations and determine the full range of commercial development opportunities across the organisation.

As part of the structuring work for the new Corporate Arm, East of England LGA advised on future roles and skills and also conducted a health check of the Council’s corporate procurement arrangements.  In addition we have also provided input to the corporate Learning and Development Programme, to help embed a commercial culture across the organisation.

Our Team and Approach:
Dave Fergus, East of England LGA’s Lead Talent Bank Associate for service commercialisation, provided support to the Council throughout this programme.  Dave has a wealth of private sector commercial experience allied with an in depth understanding of the financial and cultural challenges faced by local authorities.

Our approach has been to operate as an expert, critical friend to the CBC Leadership and Commercial teams.  In so doing we have constructively challenged thinking, developing new structures and solutions whilst ensuring a legacy value through the transfer of best practice commercial skills to the Council’s team, with whom we continue to work.
